  • Determine applicability/Implement any exceptions
  • Manage all testing procedures to ensure compliance with Part 40 of the FMCSR’s.
  • Implement all controlled substance/alcohol tests at the appropriate time intervals (Pre-employment, Post Accident, Random, Reasonable Suspicion, Return to Duty, Follow-up testing).
  • Ensure post-accident tests are conducted according to the correct criteria and the time intervals are adhered.
  • Ensure that the random percentages are adhered to, the random selection is scientifically valid, and all drivers have an equal chance of selection.
  • All reasonable suspicion-testing procedures are adhered to.
  • If a driver prohibits subpart B (tests positive) all procedures are managed and implemented (Return to duty testing, follow up testing, and referral to SAP).
  • All records and documents pertaining to the controlled substance/alcohol testing program are electronically maintained for the correct time intervals in a secure electronic database.
  • All management information reports are prepared and submitted at the required time frame.
  • Create and implement a drug testing policy that meets the requirements of the FMCSR’s.
  • Provide supervisory training in a timely manner and proof of training is stored in a secure electronic database.
  • Third party consortium – We set up the collection sites and submit electronic CCF forms / Text driver authorization for test
  • Create DOT Clearinghouse account and conduct Queries per the FMCSA regulations
  • Walk through the Clearinghouse process
